ASAT Communities

ASAT welcomes inquiries about and participation in all of its communities.

ASAT embraces a new leadership model. The purpose of this new model is to connect stakeholders who are willing to collaborate in order to advance common causes and find solutions across competing segments of the air transportation industry.

ASAT presently has four Communities of Interest (COI) and three Communities of Action (COA) in operation, and several more Communities of Action in the early formulation phase.

Implementation Community of Interest (COI)

The purpose of the Implementation COI is to facilitate prototypes and implementations in order to foster innovation and achieve near-term operational benefits. The strategy is to bring people with problems together with people with solutions, forming Communities of Action (COA). In the COAs, users with needs collaborate with large stakeholder groups to develop and implement solutions that provide near-term benefits to the users and other stakeholders, and remain operational for long periods of time.

1.  NextGen Test Bed in California Community of Action

The FAA has identified that by 2015, California’s air transportation system will be at capacity in the San Francisco and Los Angeles metro regions. This will result in significant economic loss to the state, a potential threat to global competitiveness and a reduction in the quality of life.

California has the opportunity to increase safety and capacity, stimulate the economy and help protect the environment, all at the same time. One way this can occur is by taking steps that accelerate NextGen in California.

ASAT has established the NextGen Test Bed in California COA to focus on developing strategies and plans to help California become a test bed for NextGen, similar to Florida. This COA is bringing together participants from the federal government, California state and local governments, airport authorities, other California stakeholders and industry.

2.  Los Angeles Basin Community of Action

Emergency air operations often involve multiple airplanes, helicopters and soon unmanned air vehicles working without basic traffic de-confliction, at low altitudes, in reduced visibility, many times in mountainous terrain, with no visual tracking ability for those on the ground.

ASAT has established the Los Angeles Basin COA to implement a shared situational awareness prototype for the first responder communities in the Los Angeles basin area. This COA is bringing together California state government, local first responder organizations, federal government and private industry.

The prototype will provide a low-altitude-airspace emergency management system applicable to both civil and government first responders, for both fixed and rotary wing operations.

This prototype will be used to quantify the benefits and build the business case for the eventual statewide implementation of shared situational awareness services.

Sustainability Community of Interest (COI)

The purpose of the Sustainability COI is to assure that air transportation meets the needs of the present without compromising the ability of future generations to meet their own needs. The strategy is to identify ways to achieve sustainability, define metrics and employ them based on economic, environmental and societal pillars. Currently, the Sustainability COI has one active Community of Action.

1.  Alternative Fuels Community of Action (COA)

Biofuels as alternatives to conventional jet fuels are gaining ground from economical and environmental perspectives. In application of these bio-derived fuels for aviation, issues such as compatibility with materials, combustion and heat transfer characteristics, and stability over a large temperature range need to be studied. ASAT members have teamed up with other partners to tackle these multi-fold interdisciplinary issues to further the nation’s intellectual capital in this area.

The Alternative Fuels COA will strive to provide thought leadership and vision on alternative fuels – and share new ideas, research outcomes and scenarios with internal and external audiences. This community of action is being co-chaired by Vimal Chaitanija, New Mexico State University and Dr. Jay Kapat, University of Central Florida.

Blueprinting Community of Interest (COI)

The purpose of the Blueprinting COI is to provide nationally driven leadership and guidance to the state and local aviation stakeholders, to help guide their early implementation of NextGen. The strategy is to develop airport blueprints depicting sequenced building blocks of capabilities and service offerings that provide needed capacity and operational service offerings in a sustainable manner. Currently the Blueprinting COI has no active COAs.

Communications COI

The purpose of the Communications COI is to educate stakeholders on the economic, environmental, and societal benefits of sustainable air transportation and the activities of ASAT to help accelerate NextGen implementation. Currently the Communications COI has no COAs.

COAs Track to ASAT Objectives

Just as the COIs bring parties together to discuss common goals and objectives related to the implementation of sustainable solutions, the COAs formed to act toward these interests track to ASAT's overall objectives, as the following Table shows.
